Your role in the team
Technology Operations, Risk & Compliance (TORC) is ACC’s first-line operating system for controls, risk management and remediation, compliance, and resilience. TORC operates at the intersection of cybersecurity, technology operations, risk, controls, compliance, resilience, and enterprise transformation, turning ACC priorities and enterprise obligations into measurable controls, actionable intelligence, accountability, and sustained risk reduction.
TORC is entering the next phase of that evolution: engineering risk and control capabilities that operate at enterprise scale. A cornerstone of this work is the Unified System of Controls (USC), a strategic ACC product intended to provide a sustainable command-and-control capability for controls, bringing together control expectations, procedures, measurement, evidence, reporting, exceptions, ownership, and accountability. The Principal Engineer will help build the engineering function required to make that ambition real.
The Principal Engineer, TORC Engineering is a highly senior technology leadership role responsible for building and leading TORC's engineering capability and driving the engineering execution of significant ACC strategic products, beginning with the Unified System of Controls.
The Principal Engineer will translate established strategy, product direction, architectural standards, and business requirements into executable engineering solutions. The role works within Allstate's architecture guardrails and partners with the appropriate Architecture functions on architectural direction and decisions.
The role will also establish close engineering partnerships with Product Security (ProdSec) and Security Operations (SecOps) across ACC, leveraging and integrating their capabilities into TORC products where appropriate and avoiding creation of parallel security engineering capabilities.
Key responsibilities:
Engineering Leadership & Capability Building
- Build and lead TORC’s engineering organization, including talent, operating model, engineering practices, and technical capability.
- Establish a high-performance engineering culture focused on quality, security, automation, reliability, observability, and continuous improvement.
- Develop future engineering leaders and create scalable, reusable engineering capabilities across the organization.
Unified System of Controls (USC) Delivery
- Provide engineering leadership for the USC platform, delivering scalable solutions for control measurement, reporting, workflow, evidence management, and decision support.
- Drive the transition from manual, point-in-time controls to automated, continuous, and data-driven capabilities.
- Ensure solutions are secure, reliable, interoperable, and built for enterprise scale.
Strategy-to-Execution Leadership
- Partner with Product and Architecture leaders to translate strategic priorities into engineering roadmaps and delivery plans.
- Guide technical implementation decisions, balancing scalability, feasibility, risk, and business outcomes.
- Provide engineering expertise throughout product discovery, planning, and execution.
Executive & Organizational Leadership
- Make sound decisions on complex technical and business challenges.
- Influence and communicate effectively with senior leaders and stakeholders across Allstate.
- Lead organizational and technology transformation while driving accountability and sustainable change.
- Foster collaboration across TORC, ACC, and broader technology teams.
Business & Technology Stewardship
- Connect engineering investments and decisions to measurable business outcomes.
- Leverage modern technology, AI, and automation responsibly to improve effectiveness, efficiency, and control management.
What Success Looks Like
Success is not simply delivering a technology solution. It is establishing engineering as a durable capability within TORC.
The Principal Engineer will have:
- Built a mature, high-performing TORC engineering function with clear accountability, strong talent, disciplined engineering practices, and an outcome-oriented culture.
- Delivered significant engineering capabilities supporting the Unified System of Controls and demonstrated that USC can operate as a sustainable enterprise product.
- Created strong working relationships across Platform Consulting, Digital Product, Architecture, Product Security, Security Operations, and other ACC engineering functions.
- Established reusable engineering capabilities that can scale to additional TORC and ACC strategic products.
- Increased the use of automation, integration, telemetry, and continuous measurement within TORC products.
- Demonstrated that complex risk and control challenges can increasingly be addressed through sustainable engineering rather than additional manual process.
- Established TORC Engineering as a trusted, high-impact technology partner within ACC.
Essential Skills:
- All applicants must demonstrate they have a legal right to work in the UK for employment at Allstate. Allstate is not providing sponsorship for this vacancy.
- A minimum of 5 years of progressive experience in software engineering or platform engineering,
- A minimum of 5 years of experience in a senior engineering leadership role.
- Hands on experience with modern engineering practices, including cloud native architecture, APIs, system integration, automation, observability, reliability engineering, and secure software development.
- Previous experience of leading engineering teams, with responsibility for technology strategy, delivery, people leadership, and engineering operations.
- Demonstrated success building, scaling, or transforming engineering organisations, including implementing engineering standards, operating models, delivery practices, or capability-development initiatives that improved performance, quality, or delivery outcomes.
- Demonstrated experience leading enterprise-scale technology initiatives across product, platform, architecture, cybersecurity, risk, and engineering functions, balancing business outcomes, technical requirements, and governance obligations
- Significant experience delivering enterprise-scale applications, platforms, or digital products, supporting large user populations, business-critical processes, or complex technology ecosystems.
- Proven ability to translate business strategy and product roadmaps into engineering execution, delivering large scale initiatives from concept through implementation and operational support.
- Demonstrated experience leading cross-functional programmes involving multiple teams, technology domains, and senior stakeholders, managing dependencies, priorities, risks, and delivery outcomes.
- Demonstrated experience presenting technology strategy, delivery progress, risks, and investment decisions to senior leadership and executive stakeholders.
Desirable Skills:
- Bachelor's degree in Computer Science, Engineering, Information Systems, Cybersecurity, or a related technical field required.
- Master's degree or equivalent advanced technical experience preferred.
